No one can be declared ?wajib-ul-qatl? except by state: Imam-e-Kaaba

Dr Salih, while on a visit to Pakistan in April, said that those who falsely accuse people of blasphemy should be dealt with strictly. He said that Islam is a religion of peace, forgiveness, and tolerance and that people should be given the message of Islam in a peaceful way.
